Canada Work Visa Types Explained for Qatar Travellers

Canada attracts skilled workers from around the world with its strong economy, steady job opportunities, and clear pathways to permanent residence. It’s no surprise that many people living in Qatar are exploring how to work there.

Before you start, it helps to know two things. First, a Canada “work visa” and a Canadian “work permit” are not the same: the work permit is what actually allows you to work, while a visa or eTA allows you to travel and enter. Second, there are several types of work permit, each with its own eligibility rules and documents.

This guide explains the main Canada work permit types, the documents usually involved, the application steps, and the most common reasons applications are refused.

Please note: The Visa Guy does not currently provide Canada work permit or work visa services. Our Canada services focus on tourist (visitor) visas and business visitor visas.

This guide is for general information only. For a work permit application, refer to the official IRCC website or a licensed Canadian immigration consultant (RCIC). If you are planning a holiday, family visit or business trip to Canada, see our Canada visa from Qatar service.

Can Qatar Residents Work in Canada?

Yes. Qatar residents can work in Canada by getting a temporary work permit, or by applying through an economic immigration programme that leads to permanent residence. The main routes are:

  • Employer-specific work permits: you work for one named Canadian employer. Many require the employer to obtain a Labour Market Impact Assessment (LMIA) first.
  • Open work permits: you can work for most employers, but only certain applicants qualify.
  • Global Talent Stream: a faster route for Canadian employers hiring highly skilled workers in specific occupations.
  • Intra-company transfers: executives, managers and specialised-knowledge staff move from an international company to its Canadian office.
  • Express Entry: a points-based system for skilled workers. It is a route to permanent residence, not a work permit. Read our guide to Express Entry from Qatar to understand how it works.

The right route depends on your qualifications, work experience and whether you already have a job offer.

Understanding Canada’s Work Permit System

Canada hires foreign workers through two programmes. Every work permit falls under one of them.

Programme What it is LMIA needed?
Temporary Foreign Worker Program (TFWP) Lets Canadian employers hire foreign workers when no eligible Canadian worker is available. Includes the Global Talent Stream. Yes – the employer must get a positive LMIA
International Mobility Program (IMP) Lets employers hire foreign workers whose work brings wider economic, cultural or social benefit to Canada, or under trade agreements. No – LMIA-exempt

What is an LMIA? A Labour Market Impact Assessment is a document the Canadian employer (not the worker) gets from Employment and Social Development Canada. It shows that hiring a foreign worker will not harm the Canadian labour market. A positive LMIA supports an employer-specific work permit application.

Types of Canada Work Permits

Work permit Who it’s for Key documents Main advantage
Employer-Specific Work Permit Applicants with a qualifying job offer from a named Canadian employer Job offer, passport, application forms, LMIA or offer of employment number Work legally for that employer
Open Work Permit Only applicants who meet specific eligibility conditions Passport, application forms, proof of eligibility Freedom to change employers
LMIA-Exempt Work Permit (IMP) Workers in an exempt category, such as trade agreements or significant benefit Job offer, proof of exemption, passport Skips the LMIA process
Global Talent Stream (TFWP) Highly skilled workers hired for eligible in-demand roles Job offer, LMIA, proof of skills and experience Faster processing
Intra-Company Transfer Executives, senior managers, specialised-knowledge staff of multinational companies Proof of employment, transfer details, company documents Continue with the same company in Canada
Post-Graduation Work Permit (PGWP) Graduates of eligible programmes at participating Canadian institutions Proof of graduation and study, passport Canadian work experience after study
Spousal Open Work Permit Spouses or partners of certain skilled workers and students. Eligibility was narrowed in 2025, so check IRCC first Proof of relationship, partner’s status documents Partner can work for most employers

Travelling to Canada for Business, Not Work?

Not every work-related trip needs a work permit. If you are going to Canada for a short stay without joining the Canadian labour market, you may qualify as a business visitor instead. Typical business visitor activities include:

  • Attending meetings, conferences or trade fairs
  • Negotiating contracts or meeting clients and partners
  • Buying goods or services for a business outside Canada
  • Receiving training from a Canadian parent company (with conditions)

Business visitors usually enter with a visitor visa or an eTA, depending on nationality. Not sure which you need? See our guide on choosing between a Canada visit visa or eTA. This is an area we do help with: our team prepares Canada business visa applications for Qatar residents, including documents, forms and biometrics booking.

Important: If you will be paid by a Canadian employer or take up a job in Canada, you need a work permit, not a business visitor visa.

Visiting Canada Before You Move

Many people visit Canada first to attend a job interview in person, explore cities, or see family who already live there. These trips need a visitor visa or eTA, not a work permit. If your parents or grandparents want to spend longer with family in Canada, the Super Visa allows extended stays of up to five years per entry.

How to Apply for a Canada Work Permit from Qatar

  1. Get a job offer. Find a Canadian employer willing to hire you. Depending on the role, the employer may need a positive LMIA or must submit an offer of employment number.
  2. Check your eligibility. Confirm the current requirements for your permit type on the official IRCC website.
  3. Prepare your documents. Usually a valid passport, job offer letter, CV and proof of work experience. You may also need a medical exam or police clearance certificate.
  4. Create an IRCC account. Applications from outside Canada are submitted online through your IRCC account.
  5. Complete the application. Fill in the required forms, such as IMM 1295, and upload clear copies of every document.
  6. Pay the fees. Pay the work permit processing fee and, if required, the biometrics fee online. Check IRCC for current amounts.
  7. Give your biometrics. After you apply, you may get a Biometric Instruction Letter. Book an appointment at the Visa Application Centre in Doha to give your fingerprints and photo.
  8. Wait for the decision. If approved, you receive a Port of Entry (POE) Letter of Introduction. The border officer issues your actual work permit when you arrive in Canada, provided you meet the entry requirements.

Common Reasons for Canada Work Permit Refusals

  • Incomplete documents: missing, unclear or incorrect documents.
  • Weak proof of qualifications: the officer cannot verify your education, skills or experience for the job.
  • Employer-related issues: problems with the employer, job offer, LMIA or job details.
  • Insufficient financial evidence: unclear proof that you can support yourself and any family members.
  • Not meeting requirements: missing even one key condition for your permit type.
  • Inconsistent information: differences between your forms, documents, job offer and past immigration records.
  • Unclear purpose of travel: your plans don’t match the permit you applied for.
  • Doubts about leaving Canada: for temporary permits, the officer must be satisfied you will leave when your stay ends.
  • Misrepresentation: false information or fake documents can lead to refusal and a ban of up to five years.

Many of these refusal reasons apply to visitor visas too. Read our guide on common reasons for Canada visa delays and rejections if you are planning a visit.

Tips for a Successful Canada Work Permit Application

  • Match the job to your experience: your skills, education and work history should clearly fit the role.
  • Keep details consistent: use the same personal, employment and travel details across every form and document.
  • Explain any gaps: if there are gaps in your work or study history, explain them clearly.
  • Show a clean travel history: a strong travel history with past visas used correctly can support your credibility.
  • Be honest: never hide important details or submit false documents.
  • Follow IRCC instructions: requirements change, so always check the latest guidance before you apply.
  • Review before submitting: check every form and upload carefully.
  • Plan your exit from Qatar: review the Qatar exit and re-entry rules and your residence permit status before you relocate.

Conclusion

Applying for a Canada work permit from Qatar is easier when you know which permit category fits you, what documents you need, and the mistakes that most often lead to refusal. Always check the latest requirements on the IRCC website before you apply.
